Leaders and stakeholders from Mukono District, in collaboration with the Greater Kampala Metropolitan Area (GKMA), have received the Inception and Road Assessment Reports for three major road projects earmarked for tarmacking within the district. These include the Kigombya Road (along Jinja Road), Seeta–Nazigo (8.8 km), and Nakayaga–Seeta–Kayanja Road (17.4 km).

The presentation, held in the Chief Administrative Officer’s (CAO) boardroom in Mukono, brought together key district officials, including the District Executive Committee, District Councilors, Sub- County Chiefs, Town Clerks, Departmental Heads, and LCIII Chairpersons.

The reports were prepared by Professional Engineering Consultants (PEC), the firm contracted by GKMA to carry out detailed engineering designs, prepare Environmental and Social Impact Assessments (ESIA), Resettlement Action Plans (RAP), and tender documents for the proposed road works.

Mr. Stephen Muhumuza, Deputy Chief Administrative Officer of Mukono, who chaired the meeting on behalf of CAO Ms. Elizabeth Namanda, emphasized that the purpose of the engagement was to evaluate the viability of the roads slated for implementation within the current financial year. He stressed the urgency of completing the road designs to kickstart procurement and implementation processes without delay.

Presenting the Inception Report, Eng. Emmy Kwesiga from PEC outlined the background, objectives, methodology, work plan, timelines, resources, budget, and the consultant team. He noted that the inception phase was essential in aligning stakeholder expectations and ensuring the project's success through continuous engagement and feedback.

Hon. Joremu Kabali Kimera, Vice Chairperson of Mukono District and Secretary for Finance and Administration, who represented the LCV Chairperson, Hon. Rev. Dr. Peter Bakaluba Mukasa, expressed concern over delays in the project design phase. He urged the consultants to avoid becoming bottlenecks and instead expedite the process with both speed and quality, noting the high anticipation among residents.

Hon. Mwesigwa Robert Ssentongo, Secretary for Works, Water, Environment, and Natural Resources, and Councilor representing Nakisunga Sub- County, welcomed the inception reports as a sign of progress. He appealed for the inclusion of other key roads such as Seeta–Katwe in future plans, highlighting the critical role improved road infrastructure plays in supporting agricultural productivity and rural livelihoods.

The presentation of the Inception and Road Assessment Reports marks a vital milestone in Mukono District’s infrastructure development efforts. With growing public anticipation and the strategic importance of these roads, leaders have made it clear that timely and quality execution is non-negotiable.

As the district positions itself for transformative growth under the GKMA framework, effective collaboration between consultants, government entities, and local stakeholders will be key to ensuring that these road projects move from paper to pavement in the shortest time possible.
