Mukono District Leaders End Five-Day Retreat Aimed at Reviewing GKMA–UDP Performance, Urged to Lead with Vision, Integrity, and Unity of Purpose.

Mukono District Local Government, through the Department of Community-Based Services, has concluded a five-day leadership retreat aimed at reviewing the performance of the Greater Kampala Metropolitan Area Urban Development Programme (GKMA–UDP) since its inception in the district.
The retreat, held at the Civil Service College in Jinja, brought together 43 District Councilors representing various sub-counties and town councils, led by the District Chairperson (LCV), Hon. Rev. Dr. Peter Bakaluba Mukasa, and a technical team headed by the Deputy Chief Administrative Officer, Mr. Stephen Muhumuza.
According to Ms. Immaculate Nsangi, the Senior Community Development Officer, the retreat aimed at strengthening collaboration between political leaders and technical staff to ensure smooth implementation of government programs. She explained that since the GKMA–UDP began operations in Mukono District, it has contributed to infrastructure development, improved service delivery, and created new opportunities for local communities. Nsangi added that following the retreat, leaders are expected to conduct field visits to government project sites to monitor ongoing works and assess progress.
Ms. Doreen Berinda, the Senior Labour Officer, highlighted the vital role of the Grievance Redress Committee, which consists of eleven members responsible for ensuring that citizens have a clear channel to express their concerns regarding project implementation. She clarified that the committee does not handle cases related to theft or crime but focuses on community complaints and project-related grievances, ensuring accountability and responsiveness.
Speaking during the retreat, Mr. Stephen Muhumuza, the Deputy CAO, noted that Mukono District is among the beneficiaries of the GKMA–UDP. He said the meeting provided an opportunity for leaders to understand the tangible achievements made so far, such as the ongoing Ntenjeru–Bule Road project and several other infrastructure initiatives. He urged leaders to continue working closely with technical officers during project supervision to ensure smooth implementation and effective community engagement.
Several District Councilors, led by Hon. Ssemakula Ddamulira, commended the GKMA–UDP for its transformative impact on Mukono District. They noted that the program has significantly improved infrastructure, especially road networks, which had previously posed challenges to mobility and development.
