Mukono District and GKMA Commence Implementation of 7.8km Ntenjeru–Bule Road Project: Contractors Urged to Collaborate and Expedite Works

Mukono District Local Government, in partnership with the Greater Kampala Metropolitan Area (GKMA), has officially commenced the implementation of the 7.8 km Ntenjeru–Bule Road project. The initiative marks a significant step towards enhancing infrastructure and boosting socio-economic development in the area.

A coordination meeting was held at the CAO’s Boardroom in Mukono, bringing together all key stakeholders including the project contractor China Railway No. 5, PEC (the supervising consultants), and GESH (the environmental and social safeguards consultants).

The Roles of Project Partners as stipulated PEC will be responsible for quality assurance throughout the project amd GESH will manage all Environmental, Health, and Social (EHS) safeguards, ensuring both community welfare and workers' safety.

Stakeholders were urged to maintain open communication, collaborate effectively, and uphold professionalism to ensure that physical works on site begin without further delay.

Ms. Elizabeth Namanda, the Chief Administrative Officer (CAO) of Mukono District, who presided over the meeting, emphasized the importance of cooperation among the implementing parties.

"This is a crucial meeting to align all contractors and consultants before work begins. The Ntenjeru–Bule Road project, like others under GKMA, has already experienced delays. We must act swiftly so that we can move on to other essential projects. Government has invested heavily to ensure improved service delivery to the people," she said.

Eng. Dennis Adrole, Infrastructure Development Specialist under GKMA at the Ministry of Kampala Capital City and Metropolitan Affairs, explained that the meeting serves as an official project kickoff.

"This is the moment for all implementing partners to get to know each other and identify activities that must be undertaken immediately. We want physical works to commence on-site as soon as possible," Adrole said.

He emphasized the need for routine technical-level meetings to assess progress and strategize around engineering, environmental, and social standards.

“Let’s avoid preventable accidents and ensure that all staff have the correct class of driving permits. The integrity of this program depends on safety, compliance, and delivery,” he added.

Charles Byakika, a representative from PEC, noted that once the final project designs are cleared, contractors will proceed with the agreed performance and work schedules.

“You can’t assess the contractor’s progress without understanding their performance program and the equipment to be used. This engagement is critical to align expectations,” he explained.

The preparatory meeting was also attended by heads of departments from Mukono District, engineers, and other stakeholders, all unified in their commitment to ensuring the timely and quality delivery of this critical road infrastructure.

The Ntenjeru–Bule Road project is expected to significantly improve transportation, enhance access to social services, and stimulate economic activity in Mukono and surrounding communities.
