GREATER KAMPALA METROPOLITAN AREA (GKMA-UDP)
- INTRODUCTION
The Government of Uganda (GoU) spearheaded by Office of the President - Ministry of Kampala Capital City and Metropolitan Affairs (MoKCC&MA) is implementing the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP). The main objective of this Program is to improve institutional capacity for coordination, management and operational excellence in order to increase access to enhanced infrastructure and services. The Program is scheduled for implementation over five fiscal years starting from Fiscal Year 2023/24, it is financially supported with a World Bank (WB) credit of US$518 million and a grant of US$48 million.; Agence Française de Development (AFD) has contributed €40 million (equivalent to US$42.66 million) as co-financing.
The Program focuses on enhancing mobility and connectivity, fostering job creation, building resilience and strengthening institutional capacity of the MoKCC&MA and the GKMA implementing Entities including Kampala Capital City Authority (KCCA), Wakiso, Mukono and Mpigi District Local Governments, and the Municipalities of Kira, Nansana, Makindye-Ssabagabo, Mukono and Entebbe. The implementation of this program will actualize the development framework for GKMA as a Special Planning Area in line with Uganda’s Vision 2040, the National Development Plan III (NDP III) and the GKMA Economic Development Strategy (2020–2030). These documents provide the frameworks for strategic and prioritized interventions to address challenges in the GKMA.
The Program draws experiences from other projects supporting service delivery and infrastructure development such as: the Kampala Institutional Infrastructure Development Project (KIIDP I and II), Uganda Support to Municipal Infrastructure Program (USMID), Second Economic and Financial Management Project (EMFP II), Local Government Development Program (LGDP I & II) and the Local Government Management and Service Delivery Program (LGMSDP) implemented by the Government of Uganda with supports from Development Partners. Effective implementation of GKMA-UDP will foster local economic development, coordinate strategic investments, promote environmental sustainability and climate resilience through community participation, ownership, and sustainability of services.
2.0 GREATER KAMPALA METROPOLITAN AREA DESCRIPTION
The geographical boundary of this area covers Kampala Capital City Authority, the three Districts of Wakiso, Mukono and Mpigi together with their respective Municipalities of Entebbe, Kira, Makindye-Ssabagabo, Nansana and Mukono. The region has an estimated population of 5.8 million people representing 14% of the National population, 40% of the urban population, 46% of formal sector workers and 70% of manufacturing firms with five or more employees contributing to nearly half of Uganda’s total GDP.

3.0 PROGRAM DEVELOPMENT OBJECTIVE AND SPECIFIC OBJECTIVES
Program Development Objective
- To improve the institutional capacity in the GKMA for metropolitan coordination and management, and to increase access to improved infrastructure and services.
Specific Objectives according to the 4 Program Pillars are;
- Enhance improved mobility and accessibility in GKMA
- Foster Resilience and Environmental sustainability in the region
- Create workspaces and employment opportunities for the unemployed youth, women and economic clusters
- Enhance the capacity of the MoKCC&MA and implementing Entities for improved service delivery.
4.0. PROGRAM FINANCING.
The Program is to be funded under two grants ie Institutional Support Grant (ISG) and Metropolitan Development Grant (MDG)
INSTITUTIONAL SUPPORT GRANT (ISG)
The Institutional Support Grant (ISG) for the entities shall be used to support effective City and Local Government service delivery. GKMA Implementing Entities that qualify for ISGs will use their grants to finance three categories of Institutional support activities related to Metropolitan management which include:
- Human Resource Development - Short-term skills development not exceeding nine months (not exceeding 10% of the ISG);
- Institutional capacity and systems development related to metropolitan management/discretionary activities e.g E-government services roll-out (not exceeding 55% of the ISG);
- Retooling related to improving working environment, strengthening urban governance and service delivery (not exceeding 35% of the ISG).
The activities to be funded by the ISG should not only improve the performance of the GKMA Implementing entities but also enable them to meet the Program’s Disbursement Linked Results (DLRs) – and thus qualify for larger Metropolitan Development Grants (MDGs).
METROPOLITAN DEVELOPMENT GRANT (MDG)
The objective of the MDG is to plan, design and construct or rehabilitate urban resilient transport, drainage, and local economic infrastructure. The MDG support under the GKMA-UDP is designed to achieve improved access to infrastructure and services.
